On May 7th, the Ministry of Information and Communications issued a groundbreaking Decision establishing the Basic Network Security Requirements for Surveillance Cameras Regulation. This crucial guideline for the new regulation is recommended for both Vietnamese and international organizations and individuals involved in the research, development, production, evaluation, selection, and utilization of surveillance cameras.

Ensuring Enhanced Security for Surveillance Cameras by New Issued Regulations In Vietnam.

The new regulation in Vietnam outlines essential technical requirements for network security, focusing on surveillance cameras that utilize network protocols. While these guidelines cover basic security needs, organizations, and individuals are encouraged to tailor additional security measures to meet their specific needs and practical requirements.

Key Requirements for New Regulations Regarding Surveillance Cameras

  • User Instructions: Surveillance cameras must come with comprehensive product usage instructions to ensure user safety.

  • Authentication Management: Cameras should include features to prevent brute force attacks and ensure secure password management. This includes:

    • System management functions that allow changes to lockout time, the number of failed login attempts, and the interval for consecutive failed attempts.

    • Only informing users about the success or failure of login attempts, without additional details that could aid brute force attacks.

    • Secure password control, requiring unique passwords for each device and supporting multiple authentication types.

  • Interface Management: Camera interfaces must enable secure connection and management through network connections, including physical ports like Ethernet and USB, or wireless connections like Wifi.

  • Session Management: Applications interacting with cameras must have a timeout feature to automatically log out users after inactivity, and create secure session keys.

  • Operational State: Cameras must function in an initialized state immediately after installation, with pre-configured settings as designed by the manufacturer.

  • Data Security: Cameras and associated services should allow configuration for data processing, storage, and exploitation within Vietnam to comply with local data protection laws. Users must be notified about the location where their data will be stored and processed during the setup.

  • Data Deletion: There should be functions allowing users to delete collected and stored data on the camera, with notifications confirming the success or failure of deletion. User consent is required before data deletion.

  • Input Data Verification: Cameras must verify the validity of input data to prevent attacks and ensure the security of the device interface.

  • Error Handling: In case of non-hardware errors requiring a restart, devices must ensure normal operation in the subsequent startup.
