In a significant development, on May 31, 2023, the Minister of the Ministry of Information and Communications signed and issued Circular No. 04/2023/TT-BTTTT, which brought about essential changes in the way hazardous products are managed. These regulations are crucial for ensuring the safety of individuals, animals, plants, property, and the environment in the transportation, storage, preservation, and use of certain products and goods. Understanding Hazardous Products: Hazardous products, also known as products in group 2, are those that, even under proper conditions, have the potential to cause harm. This includes issues related to radiation, electromagnetic compatibility, electrical safety, and battery safety. Fundamental Changes Introduced by the Circular:
Product Categorization: The circular provides a comprehensive list of products and goods falling under group 2, clarifying the scope of management responsibilities.
Harmonizing with National Standards: It mandates compliance with National Technical Standards (QCVN), ensuring that hazardous products meet specified safety benchmarks.
Periodic Updates: The circular will be subject to regular revisions, ensuring it remains aligned with new QCVN standards and related management documents.
Effective Date and Replacements:
The circular will be enforced from July 15, 2023, replacing Circular No. 02/2022/TT-BTTTT dated May 16, 2022. This change aims further to enhance safety measures and compliance within the industry.
