This guide outlines the essential steps to navigate the licensing process mandated by the Law on Cyber Information Security. The regulations are further detailed in Decrees and Circulars related to Civil Cryptography Products & Services Trading Management, overseen by the National Agency of Cryptography and Information Security (“NACIS”) under the Government Cipher Committee (“GCC”).
Licenses Required to Import Civil Cryptography Products (CCP) from NACIS
To import Civil Cryptography Products (CCP) into Vietnam, there are 2 licenses we need to submit to NACIS:
Trading License: Demonstrates that a company is approved to trade the specified Civil Cryptography Products as Regulation. The Trading License will include business information such as Company Name, Address, License Expired Date, and the List of approved products, and services you can operate.
Import/ ExportLicense: Details the number of imported/ exported products and their intended use.
Requirements for a Trading License
To obtain a trading license, your company must be operating legally in Vietnam. According to regulation by the government, the following types of products require licenses for import:
- Products for cryptographic key generation, management, or storage
- Cryptographic components in PKI systems
- Products for securing stored data
- Products for securing data exchanged over networks
- Products for securing IP streams and channels
- Products for securing analog and digital voice communications
- Products for securing wireless communications
- Products for securing fax and telegraph communications
How to Obtain Licenses for importing or exporting CCP From NACIS
If your import/export product falls into any of the above categories, you need to prepare the following documents to register for a trading license before submitting to NACIS:
Technical Specification Document: This must state the product's purpose, the encryptions used, their operations, and the configuration details of CCP. It should be written in Vietnamese and accompanied by:
Datasheet
Product specifications for the encryptions
Details of encryption technology operations
These documents can be in English and must be official documents from the manufacturers or listed on the public website of the brand or any entity accepted by NACIS Vietnam.

NACIS may require additional documentation throughout the process. Upon submission, NACIS will review your package and provide feedback. Once accepted, it typically takes around 20 working days to obtain the trading license.
Import or Export License Registration for CCP
After receiving your trading license, you can apply for an import license. This registration includes:
Application for license to export/import civil cryptographic products indicating:
Product name
Product Specification
Manufacturing year and Country of Origin
Planned import/ export volume
Purpose of Import or Export
Updated Trading license of business which contains the Product line you are planning to import
NACIS will review your submission, and provide feedback, and if everything is in order, you will receive your import license in approximately 10 - 15 working days.
